Sputtering at high rpm and when accelerating, "check engine" lights up whenever it sputters.

I have replaced the fuel filter, rotory button, dist. cap, plugs, wires, alternator in the past year, battery. I gutted the catalytic converter. I have ran a can of sea foam through it. Changed the air filter. My brother-in-law is a mechanic (side work mostly) and we are trying to work through this, but I am at a loss. Anyone know if the fuel pump could be the culpret? If so, where is it located?
It will occasionally stall out.
