Might put the front end up on jack stands and see if you can do a little troubleshooting. See if it'll steer with no wight on the wheels. Then you could disconnect the steering linkage from the pitman arm and see if it is the box or the rest of the steering that is limiting the turning. Keep disconnecting linkage parts until you get down to whatever is not turning both directions and figure out what is going on with that part.
