Timing chain slop still 9 degrees after replacement

I have used buz's method to measure timing chain slop. You know, rotating the crankshaft back and forth while watching the timing marks and movement of the distributor rotor.

Well, I had quite a bit of slop (9 degrees) before replacement, but I was puzzled and dismayed when I still had 9 degrees of play after replacing the chain and cam and crank gears. So this means my chain will still be prone to slapping the chain guides and breaking them.

Anyone know why the chain slop did not tighten up to where it should be (3-4 degrees) after replacement ??
