Thru-Bolt frustration

Trying to remove my old shocks on my 88 4wd pickup and can't get the thru-bolt off. I don't have access to an impact wrench and don't want to pay money to have anyone do it. Any sugg's? I would use a cheater bar with a wrench but the space is limited by the brake rotor shield.
