Pull off the exhaust manifold and see what the EGR ports look like. Bl0w air through them and out the EGR side to see if it flows OK. I used some gun cleaning solvent to clean mine out, sprayed it into the passages and let it sit a while then bl0w it out (put something on the intake/EGR side to catch the black soot.
Not sure what headers you have, but with my LC Engr. headers, I found the little web of exhaust gasket material between the main and EGR ports had a buildup of soot and that plugged most of the passage. I got a new gasket and cut out the web of material there and also ground the welds inside the header flange to smooth the flow of exhaust gas back to the EGR ports. All that gave me about a 60% reduction in NOX out of the tail pipe.
