Yes hard starting both cold and hot combined with weak engine power will occur if the timing chain is installed off one tooth.
The fix is pretty easy - you unscrew the distributor drive bolt, then pull off the camshaft pulley, lower it slightly to make the chain slightly slack, then "knead" the chain to move it over one tooth, then put the cam pulley and distributor drive gear back on
Since it would be a disaster if you lost your grip on the pulley or chain causing them to fall down inside the timing cover, use a piece of wire to tie the cam pulley to the hood latch, before you attempt to remove the pulley. That will prevent the pulley and chain from dropping down inside the timing cover if you lose your grip.
Read 4crawlers timing chain replacement tutorial to see how the dimple (tit) on the cam pulley should be in the 11:30 am position when the engine is at top dead center on cyl #1 and the distributor rotor should be pointing straight at the #1 spark plug terminal.
