no brakes !!!

i have a 1995 4 runner v-6 auto, some time ago i noticed that when the brakes were applied the pedal would first feel firm then go to floor and then push back at you getting firm again.at the same time the truck would begin to stop then not and then as the pedal pushed back and got firm the brakes would grab and stop the truck. recently the brakes just quit working at all. i have replaced the master cylinder and and pressure bled the system. still no brakes.could the brake booster be the problem?when starting the truck with the brakes applied the pedal does not get pulled to the floor when the truck starts.what is the correct vac at the line connecting to the booster? well with all that said i have removed the booster from the truck and when i cycle the piston it does puff air.does this mean the booster is ok? or is there another way to test the booster before spending the 344.00 to replace it.also what else could be wrong if the booster is not the problem. sorry for being long winded but just wanted to give good compete info so i can get some good help getting it fixed, thanks alan , savageinc@suddenlink.net
