If it barely passes at 15 MPH then it's burning a rich fuel mixture. From the passenger side fender look at the carburetor (with the air cleaner housing removed). At the bottom right hand side of the carburetor you'll see a small triangular shaped device secured to the carburetor with 3 screws. This is the Auxillary Accelerator Pump diaphragm. There is one vacuum hose connected to this AAP. Pull the hose off to check to see if it's dry or wet with gasoline. If wet, then the AAP is leaking and needs to be replaced. Or for a temporary fix, you could use something like a plastic zip tie to pinch off the hose off so that the engine won't run rich during the smog test.

Other causes of a rich fuel mixture include engine isn't tuned up right:

install toyota brand W16EXR-U spark plugs, distributor cap, rotor and plug wires. adjust ignition timing and valve clearances

Choke plate is stuck in a horizontal or partially horizontal (partially closed) position and causing engine to run rich. It should be in the straight up and down (vertical) position when engine is fully warmed up.

If all the above checks out and you still barely pass then you
might need a new catalytic converter. Years of running a
rich fuel mixture is what prematurely wears out the
converter.

Rather rare causes of a rich condition include a carb float level that's too high due to a faulty float or leaking needle valve and a power valve inside the carburetor that's stuck on the ON position.
